These amendments: (1) Specify and clarify the type of certificate and operations specifications an operator may be issued consistent with the scope and type of its operations: (2) specify and clarify the certification requirements the operator must meet with respect to each type of operation in order to be eligible to have a specified type of operation authorized in its operations specifications: (3) clarify the regulations with which an operator must comply in the conduct of the operations specified.
