Abstract:In early 2000, the Federal Highway Administration received a letter from a middle school student in Kansas about the Interstate System. Seppo Sillan, who was acting Director of the Office of Program Administration, replied on February16.He has since retired. Mr. Sillan's reply, which discussed his experiences and the value and impacts of the Interstate System, is reprinted in its entirety.
