Abstract:On Labor Day, September 7, 1981, President Ronald Reagan went to New York City to present a symbolic check for $85 million to the State and the city to begin the purchase of right-of-way for Westway/I-476, one of the country's most controversial urban Interstate projects. His moment in time turned out to be the high point in the history of a project that came to an end 4 years later.
