Abstract:The Washington area, like every other urban area, became embroiled in controversy once Interstate construction began after enactment of the Federal-Aid Highway Act of 1956. The unique governing structure of the of Washington, however, lead to its own challenges in the planning and rollout of transportation measures. At a moment in time in 1969, President Richard Nixon took to the sky to decide the future of DC's transit system.
