Abstract:Presidents have rarely participated in ribbon-cutting ceremonies for highways, even including the Interstate System. Although President Dwight D. Eisenhower participated in at least two highway ribbon cutting ceremonies, he never participated in one for his favorite program: The National System of Interstate and Defense Highways, which Congress renamed in his honor in 1990. Eisenhower's successor, President John F. Kennedy, is an exception.
