    In November 1956, the American Municipal Association (AMA) and the American Association of State Highway officials (AASHO) formed a Joint Committee on Highways to help advance the expanded highway program by gathering a wider range of urban data than was available and to cooperate with highway and city officials. On January18, 1962, the AMA-AASHO Committee developed an Action Program, with the support of the U.S. Bureau of Public Roads (BPR), HHFA, and the National Association of County Officials (NACO), for stimulating greater voluntary planning of urban transportation, particularly in smaller cities. The first regional Urban Transportation Conference sponsored by AASHO, AMA, and NACO was nicknamed Project Chicago.
