Abstract:This report presents the analysis plan that the TTI CVPD Evaluation Team will use to conduct the financial evaluation of the Connected Vehicle Pilot Deployments. The purpose of the financial evaluation is to assess the changes in the financial settings, frameworks, models, elements and associated impacts from the planned and implemented CV deployments. This plan describes the framework that the TTI CVPD plans to use for evaluating the likelihood that each pilot site achieves financial sustainability, including identifying the key factors that influence financial sustainability and identifying key metrics for measuring and evaluating the achievement of financial sustainability. The plan also describes the process the Team will use to determine the condition at each pilot site for each financial factor identified, and evaluate the likelihood of each pilot site achieving financial sustainability based on each site’s financial and business projections. The Team also plans to conduct periodical re-evaluations as to the likelihood of each pilot site achieving or maintaining financial sustainability due to changes in the underlying financial and business inputs.
