NHTSA established CDR requirements in 49 C.F.R. § 563 in 2012. Since then, crash avoidance and advanced driver assistance systems have expanded in the market. This study examines data elements recorded beyond what is required by § 563 since it went into effect. A query on 2022-2023 Crash Investigation Sampling System case year data was conducted, then model year 2022-2024 vehicles were chosen that had that information available for analysis. Fifteen vehicle manufacturers met these criteria and were eligible for review. Data elements were also identified that were not incorporated in existing regulations or best practices and were unique to each manufacturer. All 15 were reporting all § 563 Table I data elements, but reporting § 563 Table II elements varied across OEMs. Large variation in the number of data elements beyond § 563 reported ranged from 9 to 405 additional elements. Some were reporting data elements from UN R160 and SAE J1698, but there were differences across OEMs for each element. The study used National Automotive Sampling System (NASS) General Estimate System (GES) data from 2013 to 2015 to compare outcomes for similar vehicles with and without ESC. This research estimated a logistic regression model that found that a vehicle with ESC is 51.6 percent less likely on average to be in a single-vehicle, first-event rollover crash than a vehicle without ESC if all other variables remain fixed. Considering effectiveness, we saw an overall first-event, single-vehicle rollover crash relative risk reduction of 47.7 percent on the grouping of vehicles with ESC and vehicles without ESC, accounting for the effect of passenger vehicle body type and travel speed. The reduction is statistically significant at alpha level 0.05. These conclusions align with prior evaluations of ESC that found a reduction in first-event rollover crashes due to the technology. Pediatric vehicular heatstroke (PVH), also known as hyperthermia, describes an elevated body temperature that can occur if a child is left in a hot vehicle and may result in fatal injuries. At least 849 children have died due to vehicular hyperthermia over a 22-year period (1998-2019), an average of 39 fatalities per year. This NHTSA study is aimed at furthering the safety community’s understanding of underlying factors contributing to children dying in vehicles from heatstroke. There are three main circumstances attributed to PVH: the child is “forgotten,” “gained access” to, or is “knowingly left” in an unattended vehicle. Detailed data was collected on heatstroke fatalities to aid in countermeasure development and assessment of the potential effectiveness and safety benefits of these countermeasures. NHTSA’s Special Crash Investigations program conducted investigations into the 52 heatstroke fatalities identified in the 2019 No Heatstroke dataset as of September 30, 2020. There are 50 incidents and reports (2 incidents reported that 2 children died from heatstroke, accounting for the 52 reported fatalities). This study compiles the data elements collected by the investigators and presents key descriptive statistical elements from the 50 SCI heatstroke investigations. A summary of the key circumstances and events that occurred prior to the 52 PVH fatalities is also provided.
