Description:This Study characterized select stormwater pollutants, and their changing concentrations, throughout the entirety of storm durations at a Washington State Department of Transportation (WSDOT) Ferry Terminal and Rest Area facilities. Emphasis was placed on demarcating First Flush phases (initial 10%-40% of storm events), where higher pollutant concentrations generally occur, from later lower pollutant phases. Site analysis confirmed and delineated a clear pollutant phase change at both sites, with a consistent trend of highest pollutant concentrations during the first 0-0.06/0.08 inches of rainfall depth (RD), followed by a sharp, steep reduction (~60%) by 0.012/0.23 RD. This was further followed by a relative leveling out of concentrations at lower values for the remainder of storm durations. This "L-curve" was observed for all pollutants. Implications of this L-curve are significant, indicating numerous potential Best Management Practice (BMP) design opportunities such as lower volumetric requirements for intensive BMPs reductions in certain treatment amendments (i.e. compost), and enhanced treatment train designs. Findings are expected to impact subsequent BMP development at Ferry Terminal and Rest Area facilities.
