Abstract:Transit Signal Priority (TSP) is a Transportation Systems Management and Operations (TSMO) strategy that adjusts signal timing to prioritize transit vehicles, reducing intersection delays and improving schedule reliability. While TSP has been utilized in many places in the U.S. and abroad, evidence suggests that this strategy often increases delays for other vehicles over time. This paper introduces a novel Dynamic Green Time Reallocation strategy with an Optional Compensation mechanism to enhance bus operations while mitigating adverse impacts on general traffic. Unlike traditional static approaches, such as Green Extension and Fixed Green Time Reallocation, the proposed method dynamically reallocates green time based on real-time traffic conditions and connectivity levels, ensuring more efficient transit signal priority management. Furthermore, connected vehicle technology is used to gain more information on the state of the intersection for a precise arrival time and queue length estimation for TSP reallocation. This addition significantly improved the TSP algorithm's effectiveness. Without connectivity, dynamic TSP achieved a 65% success rate, reducing bus delays by approximately 55% and 53% compared to the no-TSP and state-of-practice TSP strategies, respectively, and delivering lower total person delays than static reallocation approaches. When full connectivity was available, the success rate increased to 80%, outperforming the existing TSP strategy (below 60%) while yielding further improvements in delay reduction and overall traffic efficiency. The optional compensation mechanism further balanced the intersection by dynamically reallocating green time to previously deprived approaches, reducing total person delays by up to 9% and maintaining stable vehicle delays.
