    The SH 36A Rail Development Corridor Business Plan: Feasibility Study evaluates a proposed rail trade corridor connecting Port Freeport with inland intermodal markets in Central and North Texas. The study examines how expanded port capacity, new and improved rail infrastructure, inland terminals, and an integrated logistics hub near Rosenberg could strengthen freight mobility, bypass congested Houston rail and highway networks, and support regional economic development.

    Using freight-market modeling, service planning, engineering analysis, and preliminary financial evaluation, the report assesses potential traffic demand, infrastructure requirements, institutional arrangements, funding options, and implementation needs. It specifically proposes inland-port facilities at or adjacent to Union Pacific's Dallas terminal in Wilmer, BNSF's Fort Worth terminal at Alliance, and Union Pacific's San Antonio terminal, together with an integrated intermodal hub near Rosenberg. These facilities were intended to provide competitive access to major Texas distribution markets and connect Port Freeport traffic more directly with the national rail network.

    The study concludes that the corridor could provide meaningful transportation and economic benefits if Port Freeport develops a competitive container gateway and if freight railroads, shippers, public agencies, and local partners participate. It recommends advancing the concept through updated market analysis, detailed engineering, environmental review, railroad coordination, access agreements, and investment-grade financial planning. Because the report was completed in 2015, its traffic forecasts, costs, and development assumptions should be updated before being used for current investment or policy decisions.
