Abstract:

This report responds to a 1979 request by the House Appropriations Committee to provide a cost performance/effectiveness assessment of the Section 402State and Community Highway Safety Grants Program. Specifically, the Committee requested that National Highway Traffic Safety Administration (NHTSA) report before January 1, 1980, "on how the States have utilized these funds during the past five years, what standards NHTSA uses to evaluate the effectiveness of the expenditure of these funds, and NHTSA's conclusions concerning the benefits of these expenditures."
