Abstract:Volume II, Part 2 of Rail Service in the Midwest and Northeast Region continues the local rail service zone-report analysis begun in Volume II, Part 1, but applies it to the Midwest and southern portion of the 3R Act region: Ohio, Michigan, Indiana, Illinois, Virginia, and West Virginia. Based on the criteria developed in Volume I, the report identifies specific points within each zone that should receive direct local rail service, summarizes traffic and demographic characteristics, maps recommended service points, and identifies potentially excess rail lines that may be unnecessary or duplicative. In the broader 3R Act process, this volume served as a detailed planning base for the United States Railway Association, solvent railroads, and state and local agencies as they developed the Preliminary and Final System Plans that would shape Conrail, abandonments, and subsidized local service. Overall, the report extends the Secretary of Transportation’s restructuring framework to the remaining states in the study region, seeking to preserve justified local rail service while supporting a more rational, efficient, and financially viable rail network.
