Abstract:Volume II, Part 1 of Rail Service in the Midwest and Northeast Region provides the Secretary of Transportation’s local rail service recommendations for the eastern portion of the 3R Act region, covering Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Delaware, Maryland, Washington, D.C., and Pennsylvania. Unlike Volume I, which presents the policy framework and regional restructuring logic, this volume translates those criteria into zone-by-zone service recommendations. For each zone, it identifies points recommended for direct local rail service, summarizes traffic and demographic characteristics, maps existing rail lines and traffic densities, and identifies potentially excess lines that may be redundant or unnecessary to serve recommended points. In the broader 3R Act process, the volume functioned as a detailed planning base for the United States Railway Association, solvent railroads, and state and local agencies as they developed the Preliminary and Final System Plans that would shape Conrail, abandonments, and subsidized local service. Overall, the report seeks to preserve rail service where traffic volumes justify it while supporting a more rational, financially viable, and less duplicative regional rail network.
