Abstract:This report presents the development and findings of a research project conducted by the Texas Transportation Institute entitled. "Development of a Frontage Road Level of Service Evaluation Program -- PASSER III". The research was sponsored by the Texas Department of Highways and Public Transportation in cooperation with the U.S. Department of Transportation, Federal Highway Administration. The one year research effort was directed toward several topic areas which included: development of a practical diamond interchange computer program which could be used to evaluate various design and signalization strategies and to determine optimum configurations, development of a related operational computer program for providing frontage road progression, evaluate techniques for making smooth signal transitions, develop methods for estimating freeway and frontage road travel times, and develop design distance separation requirements for entrance and exit ramps to cross-street interchanges on urban freeways with frontage roads. A package of computer programs dealing with the design and operation of signalized diamond interchanges was programmed on SDHPT's computer system, and a user's manual was prepared.
