Abstract:This report describes the Applications Guide for the microcomputer version of PASSER III- 88, a practical computer program designed to assist transportation engineering professionals in the analysis of pretimed or traffic-responsive, fixed-sequence signalized diamond interchanges. The program can evaluate existing or proposed signalization strategies, determine signalization strategies which minimize the average delay per vehicle, and calculate signal timing plans for interconnecting a series of interchanges along continuous one-way frontage roads. In addition, the program can evaluate the effectiveness of various geometric design alternatives, e.g., lane configurations, U-turn lanes, and channelization. The report describes procedures for applying the program to "real world" diamond interchange operational problems. Procedures for evaluating existing conditions; optimizing phase sequences, green splits, offsets, and cycle lengths; and converting the program's output to controller settings are presented. These procedures provide a consistent approach to diamond interchange analysis. Application of these procedures in conjunction with PASSER III-88 will enable users to evaluate a greater number of alternatives and be more confident in the efficiency of the resultant solution.
