Abstract:Resilience has received a lot of attention in the past two decades as events, such as hurricanes and flooding, have captured the attention of transportation agencies and legislation requires the development of risk-based transportation asset management plans (TAMPs). This project explores strategies for operationalizing the concept of resilience through a literature review, case studies and meta-analysis of selected state risk-based transportation asset management plans. The case studies indicate that resilience is difficult to measure and interpret. However, the TAMPs integrate the concepts of resilience as needed enterprise risk management and vulnerability assessment tools support the integration of resilience into the plans.
