Abstract:The maintenance and rehabilitation (M&R) activities of pavement structures become increasingly important as pavements deteriorate with time and traffic. Since its inception, the Long Term Pavement Performance (LTPP) component of the Strategic Highway Research Program (SHRP) has been collecting M&R data from the General Pavement Studies (GPS) and Special Pavement Studies (SPS) test sections. However, these M&R data elements must be complete and accurate to quantify the effect of M&R activities and materials on pavement life. To date, there has been no detailed review of these M&R data elements. The objective of this M&R data study is to determine the completeness and accuracy of the M&R data elements. This report documents the review process and presents the findings from the first review of the LTPP M&R data, using the 1999 third quarter data release. The report is divided into six chapters. Chapter 1 serves as the introduction, while chapter 2 provides an overview of the data review process. Chapter 3 focuses on the detailed review of the GPS and SPS test sections for which an M&R activity has been recorded in the LTPP database, and chapter 4 includes a review of the test sections for which no M&R activity is recorded in the database. Chapter 5 includes a review of the M&R data completeness and identifies other anomalies found in the data study. Chapter 6 is the final chapter, presenting the conclusions and recommendations.
