Abstract:This is one of seven studies exploring processes for developing Intelligent Transportation Systems (ITS) architectures for regional, statewide, or commercial vehicle applications. This study was prepared for a broad-based, non-technical audience. The Gary-Chicago-Milwaukee (GCM) ITS Priority Corridor is a real-world study in intergovernmental cooperation to develop integrated ITS that serve a diverse constituency. This GCM Corridor case study reveals: an extraordinary partnership among three state departments of transportation - the Wisconsin, Illinois, and Indiana departments of transportation; cooperative efforts that transcend multiple metropolitan, county, and state jurisdictional boundaries to address major traffic demands, weather conditions, and infrastructure limitations; the bringing together of existing and planned systems and services into an integrated framework of corridor ITS services; and effective use of an unconventional chronology of ITS planning and deployment.
