Transportation planners have relatively sophisticated computer models available for forecasting travel demand and air quality, however the weak point in the process is the interface between the demand forecasting and the pollutant emission models. This report suggests various short term improvements that might be made to the speed estimation routines contained in travel demand models, and suggest various post-processor routines that can be used to further improve model speed estimates. Since the capabilities and resources of metropolitan planning organizations vary within the United States, no single set of methods is recommended. However, several promising methods for improving the estimation of speed and operating modes are described for planning agencies.
