In the fall of 1997, the ITS Professional Capacity Building Program initiated the development of six “White Papers” to briefly describe the current status of, and plans for future education and training activities of six organizations engaged in various aspects of the planning and deployment of Intelligent Transportation Systems (ITS). This document presents a synthesis of those six papers, as well as complete copies of each.
