Abstract:Encouraging travelers to walk and bicycle in lieu of motorized modes of travel benefits both the traveler and the community at large. The traveler benefits from health improvements that have been shown to accompany increases in physical activity that can in turn reduce health-care costs on a larger scale. The community benefits from the reduced congestion and emissions associated with automobile travel. Even so-called recreational walking and bicycling can provide the same benefits for the individual and if they replaced recreation that involved driving provide transportation system benefits as well. Bicycling and walking have also been associated with economic development, including but not limited to tourism. Maximizing these system benefits is critically important for the state and municipalities, especially when funding for transportation is scarce
