Abstract:This report documents Phase III of the development and operation of a prototype for the Statewide Transportation
Engineering Warehouse for Archived Regional Data (STEWARD). It reflects the progress on the development and
operation of STEWARD since the completion of Phase II in April 2008. The previous effort focused on FDOT District 2 to
demonstrate that data from a traffic management center can be centrally archived in a practical manner and that a variety of
useful reports and other products can be produced. The current effort included the addition of data from four more FDOT
districts (4, 5, 6 and 7) to the STEWARD database. A fully functional Web site was implemented to support users in
retrieving data and creating reports. Support was provided to a variety of users for research and operational studies.
Analyses were conducted using the data to demonstrate the extraction of traffic counts from detectors, evaluation of
managed lanes, travel time reliability reporting, evaluation of the effect of an incident on freeway performance and a
comparison of the detector data characteristics with the principles of traffic flow theory. As a result of this project it was
recommended that the STEWARD operation be continued and expanded.
The work was performed under two parallel projects, one of which was supported by the FDOT and the other by the
University of Florida. While the objectives of these two projects were stated separately, some of the activities overlapped
the project boundaries in a manner that was mutually beneficial to both projects. Therefore, the projects have been
combined for reporting purposes to facilitate review and assimilation of the “big picture” by stakeholders. This document
serves as the final report for both projects.
