The Business Plan is a guidance document for implementing the I-70 West Corridor ITS program. A business plan is necessary to establish and prioritize the ITS vision for the I-70 West Corridor. Since ITS technology is relatively new in the eyes of most stakeholders, it is appropriate to provide direction to those stakeholders on how the vision can be carried out. It has proven difficult to foster change within the organizations that have responsibility for implementing new planning paradigms. The integration of advanced technology concepts into traditional transportation planning and improvement programs has, and will continue, to require a distinct and consistent effort from within. 86 p.
