The report provides the U.S. DOT Intelligent Transportation Systems deployment community with information describing transportation investment decision-making at the state and local level and specific insight into the ITS deployment opportunities and obstacles faced by local and state transportation managers. The goal of the report is to identify education, information and outreach strategies that the Department can use to accelerate ITS deployment among the 75 metropolitan areas targeted by the Secretary of the Department of Transportation in 1996.
