Radiosonde and surface observations in freezing rain (ZR) and freezing drizzle (ZL), and a limited number of aircraft measurements in ZR, have been examined for information on the magnitude and altitude dependence of meteorological variables associated with aircraft icing in these conditions. The variables include temperature aloft, humidity (cloud

The practice of sawing and sealing joints in pavements is not a new one. In fact, it is common practice in the construction of jointed Portland Cement Concrete (PCC) pavements. The idea of sawing and sealing joints in bituminous pavements is much less endorsed by those responsible for the construction and maintenance of hot mix asphalt (HMA) paveme

Fiber-optic communications technology offers benefits for government agencies that want to set up communications networks for Intelligent Transportation Systems (ITS). One way to do this efficiently is to offer the public resource of highway right-of-way (ROW) in exchange for private telecommunications expertise and capacity. Public agencies may al

The purpose of this study was to develop and test word and symbol traffic control and hazard warning messages for use on portable changeable message signs (PCMSs). The literature was reviewed, State highway engineers were interviewed, PCMS manufacturers were surveyed, and motorists were questioned to develop an extensive list of candidate PCMS mess

This report summarizes the development of MODECOST, a software program useful in comparing multimodal investment alternatives. First, various cost categories for three modes of a passenger transportation system - auto, bus, and light rail - are identified. This is followed by a discussion of procedures used for annualizing the life-cycle costs of e

Using a full-cost perspective, this report evaluated the different transportation improvement alternatives available for the IH-10 Katy Freeway corridor in Houston, Texas. Through MODECOST-a computer model based on the full-cost analys1s concept - we found that the current facility cannot meet future traffic demands. As a result, travelers on this

This document was prepared to aid transportation engineers in explaining speed-related concepts. It compiles and reviews the current definitions for key speed-related terms. It also discusses appropriate relationships and practice pertaining to these key speed measures.
This report describes some of the major issues relating to traffic management system components that should be addressed during preliminary and final freeway design or redesign/reconstruction. Items discussed include the location and design of the data communications trunk line, closed-circuit television camera placement, changeable message signs a

This report summarizes the 5-year development of the prototype Texas Mobile Load Simulator (TxMLS). As described in this executive summary, the project went through various phases, from conceptual design and manufacture, to commissioning and acceptance testing. The project was a collaborative effort of CTR, VMW Industries (the manufacturer), and th

Given that TxDOT is responsible for over 400 general aviation airports in Texas, the objectives of this project were to analyze current asphalt and base specifications for airport construction, and to modify Texas Department of Transportation {TxDOT) asphalt and base specifications for use in constructing Texas' general aviation airports. The inten

A number of permanent runoff controls were constructed along new highways in the Edwards aquifer recharge zone, with their performance monitored since the highways opened. The control systems consist of a hazardous material trap, a sedimentation basin, and a vertical sand filter. The filter, constructed as part of the wall of the basin, is held in

Grab samples collected during the construction of a freeway in southwestern Travis County, Texas, indicate that suspended solids are the most important constituent present in stormwater runoff from the construction corridor. Despite the presence of an extensive system of temporary controls (primarily silt fences), the concentration of suspended sol

A 1992 report to Congress, pursuant to Intermodal Surface Transportation Efficiency Act (ISTEA) sections 1089 and 6015, acknowledges that Texas serves a disproportionate share of the U.S.-Mexico international trade. Accordingly, it recommends the development of federal-aid program options to improve transportation infrastructure related to internat

Accident information is an important factor from which to work towards the regional Transportation System Management (TSM) objective of improving the safety of the local transportation system. The 1993 Quad City Intersection Traffic Accident Report provides a source of accident information through which state and local officials may examine and res

This is the second of three performance reports under the pilot phase of the Government Performance and Results Act (GPRA). NHTSA continues to measure its progress against the enormous problem of safety on our public roads and streets with five outcome measures and six intermediate outcome measures (listed on pages 6-9). In addition, the agency has

This document presents aggregate statistics derived from the 1994 Interstate Motor Carrier Inspection Database. The database was compiled from the records of driver-vehicle inspections conducted during Calendar Year 1994 by State and Federal officials responsible for commercial motor vehicle safety. The database is maintained by the Office of Motor

The survey of truck terminals and warehouses resulted in locating the highway bottlenecks for truck movements which are more localized in nature than the previous air, marine, and rail surveys performed by the NYMTC Central Staff. However, all of the conclusions of these surveys, which have resulted in IMS (Intermodal Management System) strategies,

Over a year ago, a research project was initiated to evaluate the effectiveness of raised and recessed pavement markers. Recessed markers were compared to raised pavement markers and both solvent and water based paint. Recommendations for placement and slot design of recessed markers were investigated.
