The Texas Department of Transportation (TxDOT) Travel Information Division (TRV) oversees statewide Adopt-a-Highway (AAH) program operations and management. The Statewide Adopt-a-Highway coordinator ensures program participation guidelines, volunteer safety, litter collection results and accomplishments are properly administered by 25 district AAH coordinators. There are approximately 3,300 2-mile Adopt-a-Highway sections in Texas comprising over 6,600 center-line miles of roadway. Former Tyler District Engineer, Bobby Evans launched the first ever Adopt-a-Highway program in 1985 with the support of the District Public Information Officer Billy Black. A literature review was conducted to document the history of the Texas Adopt-a-Highway program including its origin and success. This is supplemented with information about operations including management, safety guidelines and program branding. A review was also conducted to learn why people volunteer to pick up litter and the health benefits that can result.
