The U.S. Congress has mandated that the Federal Aviation Administration (FAA) enhance airport security by improving the performance of the checkpoint screening process. The Aviation Security Research and Development Service at the FAA's Technical Center initiated a Human Factors (HF) Program in response to that mandate. The HF Program Manager, supported by the Department of Energy's Lawrence Livermore National Laboratory, developed a set of functional requirements for a Screener Proficiency Evaluation and Reporting System (SPEARS). The purpose of SPEARS is to enhance selection, initial training, recurrent training, and performance monitoring. Functional requirements specify the operating characteristics of this system. In developing the functional requirements, several specific goals were accomplished. This document presents the functional requirements for SPEARS.
