Abstract:Many culverts and drains in California are in need of repair. California Senate Bill 1, the Road Repair and Accountability Act of 2017, provides additional funding for the State of California to address the deferred maintenance needs of the transportation system's assets and designates an annual allocation of $400 million, specifically, for culverts and bridges. This law requires Caltrans to meet the preliminary performance outcomes and indicates that "not less than 90 percent of culverts should be in good or fair condition" by the end of 2027. Transportation infrastructure-including culverts, buried utilities, and drainage systems-must routinely withstand considerable external stresses from existing site conditions or new construction. Added stresses from new construction are particularly common in urban areas where aging buried infrastructure often exists alongside ongoing development. Lightweight fills offer a promising alternative to conventional backfill materials by reducing the loads imposed on buried structures. This research project investigates the use of lightweight fills as a sustainable strategy to "Fix Culvert" in support of California Senate Bill 1 (SB1) efforts and for new construction. The study focuses on Foamed Glass Aggregate (FGA) as an emerging, innovative, and sustainable lightweight fill.
