The measures presented in this report relate output to one input- man-hours. They do not measure for specific contribution of labor, capital, or any other single factor. Rather, they reflect the joint effect of a number of inter related influences such as changes in technology, capital investment per worker, capacity utilization, layout and flow of operations, skill and effort of the work force managerial ability, and labor-management relations.
