Abstract:This report evaluates inland port and rail shuttle concepts as potential strategies for reducing port-related truck vehicle miles traveled, congestion, and emissions in the Southern California Association of Governments region. Methodologically, the study defines inland port functions, reviews domestic and international examples, examines logistics park and satellite marine terminal models, analyzes container flows and rail-truck tradeoffs, incorporates stakeholder interviews and surveys, estimates costs and benefits, evaluates candidate terminal sites, and includes an extensive case-study review.
The report concludes that an inland port/rail shuttle serving the Inland Empire is technically feasible, but that its benefits would be limited by the continued need for local drayage, constrained rail capacity, high operating costs, scarce terminal sites, community opposition, and the absence of a clear institutional sponsor or permanent subsidy source. While the concept would reduce truck VMT overall, it would also increase local truck activity and truck VMT near the inland terminal. Sites near Mira Loma would generate the greatest near-term truck VMT reductions but also face the greatest implementation barriers. More distant locations such as Victorville, Barstow, and the Antelope Valley may offer longer-term potential as logistics markets develop. Overall, the report finds that while the inland port concept has intrinsic merit, near-term implementation is unlikely to be justified without stronger market demand, institutional support, rail capacity, and funding mechanisms.
