Abstract:As part of a research program to improve the safety of non-specification nurse tanks used to transport agricultural anhydrous ammonia, the Pipeline and Hazardous Materials Safety Administration (PHMSA) sponsored the Volpe National Transportation Systems Center to perform a two-phase research study. The objective of the research was to better understand the performance, service life, and stresses of nurse tanks currently in operation. The research encompassed a literature review of existing regulations and standards for anhydrous ammonia packagings, an analysis of anonymized nurse tank inspection data, and analyses of tanks subjected to internal pressures combined with various 'G' loads (representing vertical, lateral, or longitudinal accelerations). Additionally, the study reviewed fatigue screening methodologies and established initial estimations of the load cycles and magnitudes that repeatedly occur during a nurse tank's normal operating life.
