Abstract:Strengthening domestic supply chains is a critical national priority for enhancing economic security and resilience in the United States. Inland waterways play a vital role within the multimodal transportation network that supports the movement of goods across the country. This report presents findings from two expert workshops involving stakeholders from domestic inland waterway operations, transportation management, and international transportation associations. Participants identified seven essential attributes of a resilient transportation system: foundational system knowledge, redundant and well-maintained infrastructure, mapped interdependencies and cascading effects, authoritative data and information sharing, strategic planning and crisis preparedness, strong collaboration and governance, and workforce development. The workshops also highlighted key opportunities to improve supply chain resilience through innovation and coordination. Recommendations include developing a national multimodal transportation model that integrates connectivity, criticality, and capacity across transportation modes; establishing centralized, authoritative platforms for secure data sharing and scenario planning; and strengthening accountability and collaboration among transportation stakeholders through interagency partnerships, industry engagement, and academic research initiatives. Collectively, these measures would enhance decision-making capabilities, improve disruption response, and increase the resilience of domestic freight networks and inland waterways.
