Abstract:This report aims to address these gaps by introducing a state-of-the-art, data-driven approach to evaluating strategies for investment in flood-resilient port infrastructure along the inland waterways. The framework combines established work that integrates flood and economic modeling for analyzing disruptions along the inland waterways with recent advancements in financial analysis that allow for more robust and accurate estimates of long-term infrastructure investments. Using this methodology, scenarios are assessed in which investments in resilient waterborne infrastructure provide cost-effective means for mitigating impacts of flood disruptions. In doing so, this project provides a blueprint for researchers being able to quantify the return on investments for long-term, resilient infrastructure projects.
