Abstract:

Heart of Iowa Regional Transit Agency (HIRTA) is one of four awardees for Phase 2 of the ITS4US program for its proposed concept “Health Connector: Bridging the Gap Between Healthcare and Transportation” (Health Connector) by the United States Department of Transportation (USDOT). Per the goals of the program, Health Connector project is focused on improving transportation access to healthcare for all groups in Dallas County, Iowa. This document serves as the Comprehensive Acquisition Plan (CAP) for HIRTA. The CAP describes the procurement processes for Health Connector’s mobility on demand solution, including the acquisition schedule, acquisition approach, and vendor outreach process. The CAP also identifies any and all other software and hardware that has been or will be procured related to the Health Connector as well as the associated vendors and procurement processes. Apart from the mobility on demand platform, this primarily consists of wayfinding technologies and equipment as well as middleware products that will be developed.
