  The September 1975 Supplemental Report to the Final System Plan provides a technical implementation supplement to the United States Railway Association’s July 1975 Final System Plan. Whereas Volume I set out the principal restructuring, financial, legal, passenger-service, manpower, marketing, and property-designation framework, and Volume II addressed light-density-line dispositions and related community impacts, the Supplemental Report focuses on how the proposed ConRail system could be made operationally efficient and financially viable. It was needed because USRA concluded that several issues directly affecting the creation of a “profitable and efficient rail system” required more detailed explanation than was provided in the main FSP volumes.
  
  The report functions largely as an operating, facilities, and merger-planning document. It explains the assumptions behind ConRail’s proposed freight operating plan, including routing, blocking, yard and terminal rationalization, equipment needs, intermodal strategy, maintenance and rehabilitation, labor productivity, and rail safety. It also provides additional analysis of community and employment impacts, environmental considerations, the Unified ConRail alternative structure, and the financial contribution of selected traffic. In context, the Supplemental Report primarily supports Volume I’s restructuring recommendations by showing how the new regional rail system could be integrated, rationalized, rehabilitated, and operated under the 3R/4R reorganization framework.
