Abstract:Volume I of the United States Railway Association’s Final System Plan presents the core policy, operating, financial, and legal framework for restructuring the bankrupt railroads of the Northeast and Midwest into a viable regional rail system. Prepared under the Regional Rail Reorganization Act of 1973 (3R Act) and later implemented through the Railroad Revitalization and Regulatory Reform Act of 1976 (4R Act), the volume explains the regional rail crisis, recommends the creation of ConRail, proposes related designations to solvent carriers, addresses passenger-service and Northeast Corridor issues, and outlines ConRail’s financial requirements, capital structure, valuation, manpower needs, and marketing assumptions.
The Volume I FSP built upon USRA’s earlier Preliminary System Plan of February 1975, incorporating testimony, public comments, Rail Services Planning Office review, and further analysis before submission to Congress. In relation to Volume II, which applies the plan to light-density lines and community impacts, Volume I provides the broader rationale: ConRail had to be relieved of uneconomic services to become self-sustaining, while essential local service could still be preserved through subsidy, state purchase, solvent-carrier acquisition, or other public action. Together, the FSP volumes reflect the 3R/4R compromise between creating a financially viable core rail system and protecting broader public, community, labor, passenger, and shipper interests.
