Abstract:Since 2009, the Idaho Transportation Department (ITD) has implemented the Alive at 25 national program in Idaho. Each year, thousands of young Idaho drivers participate in the program to learn how to be better and safer on the road. To date, the impact of this program on driver behaviors and attitudes is unknown. ITD contracted Boise State University’s Idaho Policy Institute (IPI) to study the program’s implementation over the past 13 years to better understand how the course is delivered in Idaho and how similar courses are implemented in other states. IPI analyzed data collected through 24 qualitative interviews, 24 years of crash and citation data, and three quantitative surveys of Alive at 25 course participants. Analysis suggests Alive at 25 is viewed favorably by both instructors and participants; demand for virtual course options is under-served; method of instruction does not appreciably impact student attitudes or behaviors; certain elements increase the likelihood of success in behavioral change programs; Alive at 25 curriculum is in needed-flux; the program’s impact on citation and crash occurrence is short-term; and attitudinal changes among participants appear similarly short-term.
