Since most urban roads experience high traffic volumes, there is a high motivation for highway agencies to open a newly constructed highway to traffic as soon as possible. To carry the heavy traffic on these roads, several layers of high-quality or heavily stabilized materials are normally placed during construction. For the Texas Department of Transportation (TxDOT), this usually consists of one or more layers of stabilized subgrade and base, a layer of ACP to act as a bond breaker, and a PCC slab. The large number of layers may be cost-effective from the standpoint of agency costs; however, the number of steps involved in the construction increases construction times, increasing user costs borne by the motoring public. As demonstrated by this project, it may be possible to minimize the number of layers and shorten construction time without compromising the performance of the pavement. This may increase the construction cost, but, considering the user costs, the expedited pavement cross sections are more economical alternatives.
