  The analysis set was limited to runway incursion incidents that occurred ; between January 1, 2000 and June 30,2002. ; • The runway incursion incidents included incidents involving eitherhold ; line transgressions or actual runway penetrations. ; • The runway incursion incidents were limited to the top 20 busiest U.S. air ; carrier airports based on the FAA Administrator's FactBook, February ; 2002 edition. ; 'The occurrence of a runway incursion was based on the NASA ASRS ; definition: "The ASRS defines a runwayincursion as an incident that ; involved the erroneous or improper occupation of a runway or its ; immediate environs by an aircraft or other vehicle so as topose a ; potential collision hazard to other aircraft that could be using the runway, ; even ifno such otheraircraft were actually present." ; •A coding instrument was developed by the ASRS staff to identify Runway ; Incursion "Hot Spots" Locations, Types of Runway Incursions, and Types ; of Aircraft Involved, Types of Operators Involved and Contributory Human ; Factors. ; • "Hot Spots" locations were definedas the specific location on the airport ; where the hold line transgression or runwayincursion occurred. ; • The analysis set was limited to ASRS reports that received full-form ; analysis.
