Abstract:The Highway Performance Monitoring System (HPMS) was developed by the Federal Highway Administration to collect sample data on the public highway system in the United States and to provide information to the U.S. Congress and others on the current status of the highway system and future needs. This report examines the procedure to calculate the sample size in each state, the deficiencies in the current procedure, and a method to overcome those deficiencies. The report also looks at some comparisons of the HPMS output for Texas. These comparisons include the overall twenty-year needs in Texas and performance measures of fuel consumption, vehicle miles, and accidents.
