Abstract:

This document serves as supplemental guidance to the 2016 Highway Performance Monitoring System (HPMS) Field Manual and advises State DOTs as to how they must process and report travel time-related performance metric data as required by the third regulation2, 3 on the National Performance Management Measures. More specifically, this document provides information on how to submit annual performance metric and related data via the HPMS that comports with the reporting requirements and specifications of 23 CFR 490.511(e), 490.611(b), and 490.711(f).
