Abstract:This project, designated as Phase I of a more comprehensive study, had as its specific objectives a critical evaluation of current knowledge and practices, the identification of specific problems needing additional research, and the delineation of plans for accomplishing a selected group of selected tasks. The objectives of this work were achieved through a study of literature and patents, contacts with manufacturers of signs and sign materials and visits to sign shops. Observations were made of signs, sign environment and general field conditions, Useful information was supplied by 46 state highway departments concerning their practices and specifications. In addition, attendance at technical meetings, at displays of commercial instruments, and by visits to manufacturers, served as useful sources concerning photometric and other instrumentation. The study to date has indicated the need to evaluate the service~, ability of signing materials, to examine the adequacy of current performance specifications and to develop standardized objective test procedures and photometric instrumentation.
