Abstract:This study integrates Stakeholder Theory and Grounded Theory to examine challenges and opportunities in the United States inland waterway transport sector through a literature review and stakeholder interviews. Key findings highlight aging infrastructure, rising compliance costs, and demand volatility as significant barriers while emphasizing the sector’s role in supply chain resilience. Competition from rail and trucking, limited containerization, and workforce shortages further constrain growth, necessitating infrastructure modernization, digital logistics enhancements, and workforce development. Environmental and seasonal risks threaten service reliability, underscoring the need for contingency planning and targeted investments. These insights inform strategies for improving inland waterway transportation efficiency, resilience, and competitiveness.
