Abstract:The United States Coast Guard Research and Development Center (USCG R&D Center) had a requirement to modernize and improve communications centers on Coast Guard cutters. The USCG R&D Center teamed with the Volpe Center to evaluate requirements in the radio rooms of various classes of Coast Guard Cutters in order to improve communications capabilities on these vessels, as current USCG cutter communications centers were manpower intensive and required a multi-person watch. This effort is analogous to the COMMSYS 2010 project, which was investigating ways to modernize the USCG shoreside communications infrastructure. In support of this cutter modernization effort, a prototype shipboard intelligent gateway was demonstrated to the Coast Guard at the Naval Command, Control and Ocean Surveillance Center, Research Development and Test Evaluation Division on February 1, 1995. The demonstrated gateway was based upon the Communication Support System (CSS) Standard Communications Environment (SCE). This system performed automated routing of message data and permitted different communication user systems to share radio frequency media.
