Abstract:This report begins with a review of existing literature on dockless e-scooter operation regulations across U.S. states, focusing on geofencing technologies and implementation challenges faced by cities. Following this, a qualitative analysis of injury and trip data from the case study is presented, leading into the development of a Ridge Regression model to predict head injuries. Conclusions regarding the effectiveness of various countermeasures in reducing crash rates are drawn, accompanied by recommendations tailored for city and university policymakers.
