Abstract:A framework for the evaluation of benefits and costs of a hypothetical Automated Highway System (AHS) project is established. The support of Federal, State, and local agencies for AHS programs will depend on strong projected economic returns from the AHS. Analysis of a hypothetical AHS project examines the main risk elements as well as the principal sources of benefits. Guidelines for strategies of development and further research are provided. The cost / benefit analysis provides key findings in the following areas: travel time, improved convenience, economic activity benefits from congestion relief, urban form and livable communities, AHS and arterial congestion, operation thresholds, and vehicle cost.
