Abstract:This report contains the results of a pool fund HPR contract sponsored by 11 States and the FHW A to develop a Guide Specification and Commentary on the subject of vessel collision design of highway bridges for use by the American Association of State Highway Officials (AASHTO). The developed Guide Specification was officially adopted by AASHTO in October 1990. The Volume I: Final Report contains the basic concepts and background for the Guide Specification development; data requirements for waterway, vessel fleet, and bridge characteristics; bridge importance classification; ship and barge design vessel selection methods; annual frequency of bridge collapse; probability of vessel aberrancy; geometric probability of collision; probability of collapse; cost-effectiveness of risk reduction; impact load combinations; design impact speed; ship and barge collision forces; location of impact forces; physical protection systems; motorist warning systems; aids to navigation alternatives for bridge protection; a discussion of bridge protection planning guidelines for type, size, and location studies and the navigation span clearances for new bridges. Also included is a Commentary with sample computations. This volume is the first in a series. The other volume in the series is FHWA-RD-91-006 Volume H: Executive Summary. volume II of the study's report will be published by FHWA and is available to the public from the National Technical Information Service (NTIS), Springfield, Virginia, 22161. Volume I of the study's report is the AASHTO Guide Specification which will be available from, and published by, AASHTO.
