Abstract:This report recommends a priority program of 16 research and development needs that, if carried out, could result in a significant reduction in the $1.2 billion annual cost of highway construction engineering. The methodology used to generate the needs statements, place them in priority order, and formulate the program is explained. The total list of 72 needs statements generated, a literature review, bibliography, research in progress, and comparison with a similar study conducted in 1979 are included.
