Abstract:The research team has undertaken a comprehensive study of Tacit Knowledge Management (TKM) within the Georgia Department of Transportation (GDOT) and compared it to other state DOTs. Through document analysis, surveys, and a case study of the I-85 Highway Bridge Collapse, the team has developed a final draft of the GDOT Tacit Knowledge Model (TKM). The TKM is designed to help decision-makers in emergency situations by representing and organizing critical knowledge in a structured and accessible way. The I-85 Highway Bridge Collapse was chosen as a case study to develop the first basic TKM structure. The team evaluated the TKM with input from subject matter specialists in a chosen GDOT department or office and modified the framework as necessary based on the feedback. The TKM was developed with the aim of improving the sharing of Tacit Knowledge within GDOT and ensuring quick and informed decision-making in emergency situations. The TKM includes best practices, lessons learned, and different forms of knowledge representation such as storytelling, graphs, sketches, and video clips. The model provides a comprehensive and structured approach to managing Tacit Knowledge, leading to better outcomes for public health and safety. Deployment of the TKM will involve ongoing evaluation to identify areas for improvement and maximize its effectiveness. In conclusion, the research team has developed a crucial tool for managing Tacit Knowledge within GDOT, helping to ensure quick and informed decision-making in emergency situations.
